Where were the offices at that time - we have not that on record

and I should like it to be recorded?

A. In Marina House.

Q. I see that here there are no partitions of any sert screening off

the privacy required to accounting offices from everyone else -

just one large room where everyone congregated and seemed to do as

he liked. Mr. Pudney said the public walked around passing the time

of day with each other.

Mr. Pudney: I did not say the public but the employees of the

department.

Chairman:

There was congestion?

A.

Mr. Barton: Yes.

Very excited crowds?

Yes.

Virtually all talking Chinese?

Q.

A.

Yes.

Q.

A.

Mr. Brown to Mr. Pudney:

With regard to the relationship of the Treasury and the Immigration

Department, Mr. Pudney, particularly with regard to your accounts -

you don't say so much income and so much expenditure

a surplus or

deficit that is not taken into account?

No, just so much revenue into the Treasury and so much revenue out

of the Treasury.

It is immaterial to you whether a department runs at a profit or

a loss?

A.

A.

Quite.

--

And when there is a loss there is no question of putting up charges?

That is financial policy we are concerned with seeing expenditure

does not exceed the amount allowed by the legislature. The accounts

of the Immigration Department do not form part of the system of my

department

-

the colonial system of accounts is kept in the

Treasury only.
